One of the Flemish government’s objectives is working in a data-driven way. 
To make progress in this area, the Flemish data strategy was drawn up, setting out a number of key principles. To put these principles into practice, one need not only technology but also people, processes and a shared language. In response to this need, a blueprint for data governance was developed, which serves as an invitation to organisations to start implementing it within their own operations. The blueprint outlines a number of basic roles, responsibilities, organisational structures and consultative bodies to promote effective and widely supported data management. It is therefore a theoretical framework that provides guidance for organisations wishing to advance their data maturity by taking organisational steps forward.

The blueprint helps public sector organisations to take deliberate control of their data. By clearly defining roles, responsibilities, decision-making and consultation structures, it ensures transparency regarding who manages the data, who makes decisions about it and under what conditions it is used.
